I wonder what the connection is. Surely it can't be a young Henry Pym since Michael Douglas is certainly in old age but not on his death bed like Peggy was in 'The Winter Soldier'. I suppose if it was a middle-aged Peggy with Pym it might be alright.

It could be another actor playing a younger Hank Pym, or they could be digitally altering Douglas to appear younger as was done in X3 and Tron: Legacy.

My point wasn't about Douglas himself. In the present day, Pym is Douglas' age, whatever that is... Late 60's/early 70's. Peggy appeared to be in her 90's in Cap 2 (which makes sense, WW2 was over 70 years ago, Peggy was probably 25 or so). The idea that these two were peers or are the same age doesn't really work, unless we have a Pym in his 20's or early 30's and Peggy is middle-aged.

I wonder if Marvel is still pretty committed to this with all of the Avengers stuff going on in the background. Between Age of Ultron next year, the big recent announcement, and the Netflix series seeing more attention lately I feel like this is being left in the dust.

Marvel went to the effort of including unseen footage from Antman in their special last night, so I'd say they're still determined to make it a success.

Ant-Man was actually moved into Phase 2 by Feige during the big announcement last week. Feige can call Ant-Man a Phase 2 film if he likes, but that isn't going to alter the general public perception that it's part of Phase 3. Ant-Man will be a character who is no doubt directly involved in the various goings on of Phase 3, and had nothing to do with anything that happened in Phase 2. Kevin is likely calling Ant-Man a Phase 2 movie because he doesn't want it to be the first film in his big new series. This actually worries me a bit for the prospects of the film. He seems to lack confidence in the project as it's shaping up.

I agree that there's no public perception of the phases in any official capacity. They just think of them as "the stuff before each Avengers movie." Maybe they saw the other ones, and maybe they didn't. At the very minimum though, the general public is aware that the other films exist due to their huge marketing campaigns, even if they don't know the difference between Marvel and DC.

Yellowjacket was another one of Pym's superhero personas. Why make him a villain? The cast also mentions Hope Van Dyne(played by Evangeline Lily), I wonder if she's Janet's (the Wasp) daughter.
