There is some complicated rights discrepancy, and I'm pretty sure it has to do with Dino De Laurentis making Manhunter and flopping, then Silence of the Lambs coming out and ignoring it and Dino and being a massive success, only to have Dino buy Hannibal when it was published and making that, Red Dragon, and throwing his weight around for Hannibal Rising. I think that resulted in Clarise's character being owned by one party and Hannibal being owned by another.
That's mostly speculation. I know Silence had different film producers, but it always seemed De Laurentis was pissed that this franchise became profitable without him.
