Disney has owned Marvel Comics for a while now, including XMen and F4. They just didnt own the movie rights. Disney purposely downplayed the X-Men and Fantastic Four in the comics precisely because they didn’t have the movie rights. Didn’t they outright cancel the Fantastic Four??? We’re now seeing Disney in complete control of the IP. Whatever decisions they make will go towards the big picture.

Okay, I'll try and take a shot at the various points throughout the thread so far in no particular order.
The X-Men comics reboot started a few months ago with the publication of the House of X & Powers of X titles, so this is not a fresh relaunch. Dysfunctional X-Men is an ongoing part of that relaunch. Most of the dead characters were brought to life again. Mutant heroes and villains are attempting to set aside their differences to work together, and they're all living on Krakoa: The Living Island from Giant Size X-Men #1.
The characters pictured are Havok, Psylocke, Nanny (egg shaped) and Orphan Maker (below clawed outline). The blacked out characters starting at one o'clock are either Wildchild or Feral, Mr. Sinister, Maggot and... hard to say who's at the bottom. That's a fairly generic outline. Maybe Sunspot.
Far too much has been made of the supposed neglect that has been done to the X-Men and Fantastic Four ever since the MCU really took off. Fantastic Four was cancelled for the first time, but sales were awful, and hadn't been good in ages. The title was allowed to linger for so long because of sentiment. The fact that Fox owned them may have played a small part in the decision to cancel, but it wasn't the entire reason. The same is not even remotely true of the mutant titles. The number of X-Men related titles being published at any given time hasn't changed significantly in the past twenty years.
With that being said however, I wouldn't read too much into the current revamp of the X-Men comics being related to the future of the X-Men in the MCU. Movie popularity has virtually ZERO impact on comic book sales. It's possible that Kevin Feige wants to change that, but his doing so isn't very practical. He doesn't have the time needed to dedicate to such an endeavor, and it's a waste of time anyway. Comics fans don't mind that the movies don't match up perfectly, and movie fans don't read monthly comics. They might be inspired to come into a comic shop and buy a graphic novel, but that's about it. Marvel Comics began adapting the costumes of their characters to more or less conform to those of the MCU, but that's the only significant concession that's been made, and it seems to be enough to make casual buyers happy.

My dad actually owns the entire first run of x men start to finish. Many moons ago I read them all one summer up in the attic.
I do have quite the affinity for the mutants.

I'll probably get a Marvel unlimited some point in the future just for X-Men stuff. I'd be interested as to what you think of the app after using it for a month. I was a beta tester for Marvel Unlimited, and continued to use it for a while after it went live. My experience with Marvel Unlimited was very mixed. When it was working, it was great. If there was a problem, customer service was non-existent. They once encouraged Marvel Unlimited users to check out the selection of classic Nick Fury: Agent of SHIELD comics available on the home page, despite the fact that there were ZERO issues of that title on the app. They did the same thing with Luke Cage: Hero for Hire when the Netflix series was launching, despite only the first issue being on the app. Random issues in the middle of a storyline wouldn't be available for no readily apparent reason. I eventually got sick of the problems and cancelled, but that was many years ago. They've certainly had more than enough time to fix all the problems they were having by now.
