Not surprising. I don't expect much to come of it anytime soon. The Thunderbolts are supposed to be a team of established villains masquerading as heroes. It's slim pickings in the MCU for established villains. There is Zemo, who was the leader of the original Thunderbolts team, but that's about it. All the other villains who are still alive aren't appropriate for such a team. Maybe we'll get a couple introduced in Phase Four, with the rest coming throughout Phase Five. They might end Phase Five with Thunderbolts, or leave it for Phase Six.
This is the MCU, so I'm not worried about them rushing things anymore. They haven't done that since Iron Man 2.

Zemo is the most obvious candidate, since he was the leader of the original Thunderbolts squad. It would be crazy not to include him.
Hawkeye is a strong candidate for membership at some point, but probably not until a sequel. In the comics, Hawkeye stepped in as leader when Zemo's plans for the Thunderbolts went in the crapper. Hawkeye's series will no doubt have ample opportunity to introduce at least one potential Thunderbolts member, though.
Taskmaster is going to be in Black Widow, and he'd make an excellent member of the team. While he was not a founding member of the Thunderbolts, he did join later on.
While the version of Goliath we got in Ant-Man and the Wasp was never a villain in the comics, there was another version of Goliath who was a founding member of the Thunderbolts. Since Lawrence Fishburne's version wasn't exactly on the right side of the law, I can easily see him winding up as Atlas. The comics version of Ghost has also been a member, so I see no reason why the MCU version couldn't join alongside Goliath.
Spider-Man: Third Home-something has the potential to introduce a strong candidate, even if they're not the primary villain of the story. Someone like The Beetle (founding member of the Thunderbolts) would make a fun throw away villain for Spidey to fight at the beginning of the movie so that we get a big action scene to start things off. The Shocker has been a member, and he survived Spider-Man: Homecoming. I'd say the odds are far more likely that he'll wind up on the Sinister Six than the Thunderbolts, though.
Another possible if unlikely member who's already been introduced is Bullseye. Since he was on Netflix's Daredevil, rather than a proper MCU film, the odds are pretty long.
