Although I would argue there are a number of actors who stemmed from the 80s and 90s who could claim the title of movie star. Brad Pitt is a movie star. Natalie Portman is a movie star.

DiCaprio's aura comes because he's one of the only major actors that understands quality over quantity outside of Daniel Day-Lewis. Like, in the last ten years he's only been in eight movies (aside from a couple of nature documentary narration gigs), each one made by a major director and he's the star or co-lead in all of them, and out of all of them J. Edgar is the only one that's considered to be a real dud. By contrast, Matthew McConaughey was in seventeen movies, many of them either terrible or just forgettable and Will smith was also in eight but most of them were kind of shit.
He has kind of a knack for picking projects which are challenging and respectable but not so challenging that they're going to completely alienate his audience. Compare him to someone like Robert Pattinson, who has similar heartthrob roots but then takes much bigger risks on movies like Cosmopolis High Life which... I mean I might appreciate him lending his clout to movies like that but they probably alienate his Twilight fandom and at a certain point they're probably going to stop showing up.
