They couldn't go from Eye of the Tiger to Thunderlips, so they had to throw in some fillers. Audiences weren't ready for so much 80's cheese. Have to settle them in.

You could ALMOST pretend this was the last Rocky movie. It has closure. It goes... full circle... sort of. We saw Rocky go from nobody to somebody to getting caught up in the fame to returning to his true self. The guy who gave him a shot at the title returns to give him redemption. Someone dies which is good to have in a dramatic story. It's a good movie.
