I have the old Ali G VHS with all that Borat footage on. They never release it on DVD, amazingly, despite it being his funniest ever material. Part 2: "Do you know Dolly Parton?" "Yes." Crime Story (one of the first fully serialized shows on American TV, it was cancelled early but it was groundbreaking) Shouldn't The Fugitive get credit for that? That whole show was about the guy proving his innocence by finding his wife's murderer. In the movie, "the one armed man" was revealed in the beginning, but on the show, that was the big finale. Also, the Zorro show from the 1950's was essentially serialized. It didn't have one big story from beginning till end, but each season focused on a single story, usually based on one of the books or pulp stories.

I've never watched The Fugitive but my understanding of it is that it's a largely episodic show where Kimble runs into various shenanigans in each episode while on the run and that the rest of it is more of a set-up than anything. Either way, I did carefully say Crime Story was "one of" the first fully serialized shows.
