I almost want to say Winter Soldier is the better action movie, but the climax is probably the least interesting thing about that movie where Logan's final set-piece is the best and merges action as storytelling much better than anything in Cap.
So, all that to say, Logan.

The action in Logan is more visceral and has more weight within the context of the story, so Logan.

I don't have any fancy reasoning for why one is superior to the other, and I'm definitely not playing that "as an action movie" bullshit. Simply going for which movie I like more.
Winter Soldier makes me go "Yeeeeeeeeaaaaaaaaaah!" Logan makes me go "Yeeeeeeeeeeaaaaaaaaaah, motherfucker!" Logan wins by a "motherfucker."
