Now I'm not an expert but since dinosaurs were reptiles it's my understanding that reptiles can't regulate their body temperature therefore I don't think they would be surviving in a snowy environment for too long. But maybe they can just throw a line of dialogue their way, 'we put the genes of a polar bear into their DNA so they can live in snow now.' I might have just answered my own question.

Dinosaurs haven't really been considered reptiles for a while, as most have been discovered to have feathers. Even in Jurassic Park canon it was established that the dinosaurs were warm blooded in the very first film during the baby raptor scene.

Grant suggested that dinosaurs may have more in common with present-day birds than they do with reptiles. But that's after millions of years of evolution.
I'm a dinosaur truther and there's no evidence that can be presented by anybody that could ever, ever change my mind that dinosaurs were cold-blooded. The day that dinosaurs are warm blooded is the day that Pluto ceases to be a planet as far as I'm concerned.

Cold blooded reptiles can survive in cold climates if they go into burrows and enter a hibernation-like state called brumation. The catch is that this is highly impractical for large reptiles that actually need to eat large prey items to survive and can't live off the occasional tiny burrowing mouse for the winter, which is why you tend to only find large constrictors in warm climates. So a velociraptor would indeed be fucked.
