Wow. More clueless than ever. He's not looking for a major distributor, just a major investor. No movie financier is going to go near Breen with a ten meter cattle prod. The only way one of his movies could hope to make real money is to have a real distributor, which doesn't appear to be something Neil is interested in. His movies aren't even available for streaming on Amazon, and they'll let any POS stream there.

Actually, I suppose there is one way he might find an investor, but it won't turn out well for Breen. The only way anyone would be willing to finance his movie is if he signs a contract that doesn't let him see any money until the film becomes profitable. Given the way Hollywood hides profits, he'll never get a dime.

In the end, I suspect he'll wind up paying for it himself, and saying he found an investor.

Neil is completely incapable of change. His films have made that very clear. If he were able to change, he'd have had a website dedicated to building hype for his upcoming film before he'd even started filming. If his operation ever starts being run in a competent manner, that will mean that either he's dead, or that someone has conned him out of his business and is running it without his input.

Neil clearly didn't get any of the financing he was seeking. It looks like he wanted financing because he's run out of money. Every shot in that trailer was done using a green screen, and most of the actors were clearly not shot at the same time. If this trailer is anything to go by, Breen may actually be getting worse as a film maker! He's even resorting to sequels to explain his lack of new ideas.
