I remember the History Channel having this roundtable discussion after movies explaining their historical accuracy.
Intriguing stuff, and very interesting conversations, but by far the best conversation was when they were forced to discuss the historical accuracy of Victory! With Pele, Michael Caine, and Sylvester Stallone.

And also time since the events. Alien hates Braveheart, but it's not like the Scots really have any power. Oliver Stone just made a whole bunch of stuff up in JFK, but people enjoy their assassination conspiracy stuff. I'd suspect if someone took these kinds of licenses with something like Selma , you'd be seeing a much different discussion.

There's no definitive answer, you have to go case by case. It's all about who you offend and what their power is. And also time since the events. It's not just about offending people though, there are also aesthetic benefits to authenticity. People can sense when things read as phony even if they don't know it going in. Like, I remember seeing The Imitation Game and noticing a bunch of Hollywood-like twists in the screenplay and thinking "hmmm, that rings false to me" and then going home, looking up the fact checks and being unsurprising when all the things that didn't sound right to me were in fact inaccurate.
